Officially, Congress isn't yet back from vacation until after Labor Day but House Small Business Committee Ranking Member Nydia Velázquez has evidently decided to get back to work early.

It's also getting to be quite a habit with her to lose no time or opportunity to call the SBA Administrators a bunch of liars.

Today, she distributed a press release that essentially says last week's announcement from the SBA about their record-breaking year in federal contracting is ... um ... hornswoggle.

Despite the 7.5 percent growth in the federal government over the past year, small firms still receive contracts far below the statutory level. There are several reasons entrepreneurs are losing out on these opportunities. The overall number of small business contracts continues to be inflated due to agencies' practice of miscoding large businesses as small contractors. In addition, small businesses have struggled due to the inability of SBA to properly monitor bundling practices.

Now, what's interesting about this is that she and her counterpart in the Senate are both bugging the SBA about this issue, but her style is very different from Senator John Kerry's. He corresponds with Administrator Barrreto, outlining his concerns, asking for information and expressing his eagerness to work with the SBA to solve any issues they discover.

This eagerness to work together is evidently shared by Administrator Barreto, if one is to judge by his return correspondence -- although Barreto also usually maintains that everything is fine, there is really not a problem, etc.

On the other hand, Congresswoman Velázquez prefers to simply blast the SBA in press releases.

I'm not sure how effective either of these techniques are but I will say that the genteel statesmanship favored by the Senate certainly comes across better than temper tantrums by press release.

But that may just be my own, completely subjective, impression not necessarily shared by anybody else.
